כְּתִיב בְּטַח בַּה׳ וַעֲשֵׂה טוֹב שְׁכָן אֶרֶץ וּרְעֵה אֱמוּנָה (תהלים לז, ג). רַבִּי חַגַּי בְּשֵׁם רַבִּי יִצְחָק, הֲוָה מְסָרֵס קְרָא וְאָמַר הֲכִי, עֲשֵׂה טוֹב בְּטַח בַּה׳. מָשָׁל לְבַעַל הַשּׁוּק שֶׁיָּצָא לְשַׁעֵר אֶת הַמִּדּוֹת, רָאָה אוֹתוֹ אֶחָד, הִתְחִיל מַטְמִין מִלְּפָנָיו. אָמַר לֵיהּ: מַה לְּךָ מַטְמִין מִלְּפָנַי, שַׁעֵר מִדּוֹתֶיךָ וְאַל תִּתְיָרֵא, הָדָא הוּא דִּכְתִיב: בְּטַח בַּה׳ וַעֲשֵׂה טוֹב. שְׁכָן אֶרֶץ וּרְעֵה אֱמוּנָה, אֱמוּנָה, שִׁכֵּן הַשְּׁכִינָה בָּאָרֶץ. דָּבָר אַחֵר, עֲשֵׂה שְׁכוּנָה שֶׁל אֶרֶץ, הֱוֵי זוֹרֵעַ, הֱוֵי נוֹטֵעַ. דָּבָר אַחֵר, שְׁכָן אֶרֶץ, שִׁכֵּן שִׁבְטוֹ בָּאָרֶץ. וּרְעֵה אֱמוּנָה, רְעֵה אֱמוּנָתָן שֶׁל אָבוֹת, דִּכְתִיב: עֵינַי בְּנֶאֶמְנֵי אֶרֶץ לָשֶׁבֶת עִמָּדִי (תהלים קא, ו).

Do good and trust in Hashem, like one whose measures are honest and need not hide; make a dwelling of the land: sow and plant
It is written, “Trust in Hashem and do good; dwell in the land and tend faithfulness” (Tehillim 37:3). Rabbi Chaggai in the name of Rabbi Yitzchak would turn the pasuk around and say it this way: Do good, [and] trust in Hashem. A parable: the market official went out to check the measures. A certain man saw him and began hiding [his measures] from him. He said to him, “Why are you hiding from me? Make your measures right, and do not be afraid.” This is what is written, “Trust in Hashem and do good.” “Dwell in the land and tend faithfulness [emunah]”: [through] faithfulness, he made the Shechinah dwell [shikein] in the land. Another explanation: make a dwelling of the land: be one who sows, be one who plants. Another explanation: “Dwell in the land”: he settled his tribe in the land. “And tend faithfulness”: tend the faithfulness of the Avos, as it is written, “My eyes are on the faithful of the land, that they may dwell with me” (Tehillim 101:6).
