ר״ש בן יוחי אומר אפשר אדם חורש בשעת חרישה וזורע בשעת זריעה וקוצר בשעת קצירה ודש בשעת דישה וזורה בשעת הרוח תורה מה תהא עליה אלא בזמן שישראל עושין רצונו של מקום מלאכתן נעשית ע״י אחרים שנא׳ (ישעיהו סא, ה) ועמדו זרים ורעו צאנכם וגו׳ ובזמן שאין ישראל עושין רצונו של מקום מלאכתן נעשית ע״י עצמן שנא׳ (דברים יא, יד) ואספת דגנך ולא עוד אלא שמלאכת אחרים נעשית על ידן שנא׳ (דברים כח, מח) ועבדת את אויביך וגו׳
אמר אביי הרבה עשו כרבי ישמעאל ועלתה בידן כר׳ שמעון בן יוחי ולא עלתה בידן

Rabbi Yishmael and Rabbi Shimon ben Yochai on working the land, and Abaye’s word
Berachos, 35b
The Rabbis taught [in a Baraisa]: “And you shall gather in your grain” (Devarim 11:14). What does this teach? Since it says, “This sefer of the Torah shall not depart from your mouth” (Yehoshua 1:8), I might think that the words are meant as they are written; therefore it says, “And you shall gather in your grain”: conduct yourself with them in the way of the world. These are the words of Rabbi Yishmael.
Rabbi Shimon ben Yochai says: Is it possible that a person plows at the time of plowing, sows at the time of sowing, reaps at the time of reaping, threshes at the time of threshing, and winnows at the time of the wind; what will become of the Torah? Rather, when Yisrael do the will of the Omnipresent, their work is done by others, as it says, “Strangers will stand and tend your flocks” (Yeshayahu 61:5); and when Yisrael do not do the will of the Omnipresent, their work is done by themselves, as it says, “And you shall gather in your grain.” And not only that, but the work of others is done by them, as it says, “And you will serve your enemies” (Devarim 28:48).
Abaye said: Many acted as Rabbi Yishmael [taught], and it succeeded in their hands; [many acted] as Rabbi Shimon ben Yochai [taught], and it did not succeed in their hands.
