The Gra on Mishlei

22:19

The main purpose of giving the Torah to Yisrael is that they put their trust in Hashem, for complete bitachon is the main thing of all and includes all the mitzvos

So that [your trust] may be, etc.: as it says, “He established a testimony in Yaakov, and placed a Torah in Yisrael, which He commanded our fathers to make known to their children, so that, etc., and they would place their assurance in G-d, and not forget, etc., and His mitzvos, etc.” (Tehillim 78:5–7). Its meaning: “He established a testimony”: these are Nevi’im and Kesuvim. “And a Torah”: this is the Torah. “Placed in Yisrael”: and the main purpose of His giving the Torah to Yisrael is that they put their trust in Hashem, as it says, “and they would place their assurance in G-d, etc.”; and also to tell it afterward to their children, as it says, “so that the last generation might know.” And this is because the main thing of all is complete bitachon, and it includes all the mitzvos, as it says, “and not forget, etc., and His mitzvos, etc.”

And this is what it says here, “So that your trust may be”: that is, so that your trust will be in Hashem, “I have made it known to you today” through ruach hakodesh, which is a sign of the Shechinah resting among Bnei Yisrael, and they will put their trust in Him. “You too”: that is, you too will make it known to your children after you, as it says, “so that the last generation might know, etc.”
