דרש רב עוירא זימנין א״ל משמיה דרב אמי וזימנין אמר לה משמיה דרב אסי מאי דכתיב (נחום א, יב) כה אמר ה׳ אם שלמים וכן רבים וכן נגוזו ועבר וגו׳ אם רואה אדם שמזונותיו מצומצמין יעשה מהן צדקה וכ״ש כשהן מרובין
מאי וכן נגוזו ועבר תנא דבי ר׳ ישמעאל כל הגוזז מנכסיו ועושה מהן צדקה ניצל מדינה של גיהנם משל לשתי רחילות שהיו עוברות במים אחת גזוזה ואחת אינה גזוזה גזוזה עברה ושאינה גזוזה לא עברה
(נחום א, יב) ועניתיך אמר מר זוטרא אפי׳ עני המתפרנס מן הצדקה יעשה צדקה לא אענך עוד תני רב יוסף שוב אין מראין לו סימני עניות:

If a person sees that his food is scant, let him give tzedakah from it, and all the more so when it is plentiful
Rav Avira expounded, sometimes saying it in the name of Rav Ami and sometimes in the name of Rav Asi: What is [the meaning of] what is written, “So says Hashem: If they are whole, and likewise many, likewise they will be shorn, and he will pass over, etc.” (Nachum 1:12)? If a person sees that his food is scant [“whole,” just enough], let him give tzedakah from it; and all the more so when it is plentiful [“many”].
What is “likewise they will be shorn, and he will pass over”? It was taught in the school of Rabbi Yishmael: Whoever shears off [some] of his possessions and gives tzedakah from them is saved from the judgment of Gehinnom. It is like two ewes crossing through water, one shorn and one not shorn: the shorn one crossed, and the one that was not shorn did not cross.
“And I have afflicted you [with poverty]” (Nachum 1:12): Mar Zutra said: Even a poor man who lives from tzedakah should give tzedakah. “I will afflict you no more”: Rav Yosef taught: They no longer show him signs of poverty.
